Washington, DC (June 15, 2022) – The National Rental Home Council (NRHC) announced its support for HR 6880, legislation designed to reduce regulatory barriers to the Section 8 Housing Choice Voucher (HCV) program, making rental housing more accessible and affordable to low- and moderate-income Americans.

Introduced by Representatives Emanuel Cleaver (D-MO-05) and John Katko (R-NY-24), HR 6880
contains a number of important provisions to encourage and promote the participation of rental housing property owners in the HCV program, including:
- Creating a $500 million “partnership fund” to support incentives for rental housing property
owners to join the Section 8 program, assist residents with security deposits, and reward Public Housing Authorities (PHAs) who retain dedicated “landlord liaisons”. - Reducing inspection delays through reciprocity with other federal housing programs and enabling pre-inspections for rental housing property owners new to Section 8.
- Refocusing HUD’s evaluation of PHAs to promote an increase in the diversity of neighborhoods where vouchers are used.
- Expanding the use of Small Area Fair Market Rents.
